It’s hard to find anyone who really loves council tax – not the people who have to pay it, and not the people at the Treasury who decide how it works.

Introduced in 1993, the tax is still based on the value of property all the way back in 1991. Those values have unsurprisingly shifted in different ways across the UK over the past 35 years, leading to a twisted system.
